co-opt any person onto any of its committees; authorise a person to inspect, subject to section 51, the professional practice of a registered person and to report to the Council on his or her findings in respect of such inspection; charge the fees determined by it in respect of any inspection it may regard necessary to enable it to consider an application for the approval of an educational institution, or for any amendment of a condition imposed on such institution;
