To describe law as resting on customary social rules is to omit many other truths about it including, for example, truths about its connection to the demand for paper or silk. The question is what the legal framework for an optimal allocation of such a digital resource as data should be and whether the question of access can be solved with the currently available legal tools. The study’s organizers assigned the task of interpreting these statistics to disinterested experts drawn from outside of Cleveland to guarantee impartiality.
