Risk Assessment Risk assessment is the systematic analysis of the potential sources of damage or disruption to a valuable asset, with the goal of instituting mitigation or protective measures that would prevent or lessen the impact of such an event. Risk assessment for transportation infrastructure has four segments: understanding what natural and technological hazards and human-­caused threats exist in the target community, determination of the likelihood of a hazard or threat event occurring, defining the elements of a system that are vulnerable to the hazards or threat, and evaluating the consequence of such an occurrence.

For example, a railroad tunnel is vulnerable to damage at the tunnel entrance as well as along its length. One consequence of blowing up a tunnel could be a catastrophic bottleneck in the system that could require years of redesign and reconstruction for service restoration. The hazardous materials fire in the Howard Street CSX tunnel in Baltimore blocked the only north–south rail access along the East Coast. While the fire caused no fatalities, the smoke escaped through manholes into the city of Baltimore, resulting in off-­site consequences including significant economic disruption, and lawsuits against CSX, the owner (Transportation Research Board, 2006a, p.
