MacArthur exercised the unique privilege to devise a special hat wreathed extravagantly with gold braid. 5 MacArthur’s formal title was military adviser to the commonwealth government. MacArthur assembled a small staff, the key officer being Eisenhower. With the help of input from the Army War College, MacArthur and his staff drafted a plan to provide the Commonwealth with national security by 1946—and to manufacture a bargaining chip for Quezon. The essential features of the plan were: a small regular army (10,000 men); a conscription system; a ten-year training program of two 20,000-man classes a year (five and one-half months of training) to create a reserve force (the goal was 400,000 men); a small air force (100 fast bombers); and a fleet of 36 small torpedo boats.

Hoover offered MacArthur the post. MacArthur wisely but politely turned the offer down, recognizing it as a potential cul-de-sac that would foreclose his rise to the coveted job of chief of staff, the jewel that escaped his father. As Summerall’s term expired in 1930, MacArthur occupied a commanding but not impregnable position. Four years constituted the customary “tour” for a chief of staff. None of the six major generals senior to MacArthur had at least this remaining length of service. Of the eleven major generals with at least four years service remaining, MacArthur ranked as the youngest; the best known, publicly; and the most conspicuously decorated.

Eisenhower finally obtained a return to duty in the United States. He later denied that he parted with MacArthur in a state of enmity and acknowledged how his administrative experience with MacArthur prepared him for the great challenges awaiting him. Replacing Eisenhower as MacArthur’s chief of staff was Lt. Col. Richard Sutherland, a Yale-educated infantry officer. Sutherland coupled complete loyalty with genuine talent as a staff officer. These attributes redeemed him in MacArthur’s eyes, but Sutherland’s extraordinarily abrasive, sarcastic management style left him with no friends.
